Currently – in 2025 – the euro exchange rate applicable for estimating the contract value is PLN 4.6371.

The Act of 11 September 2019 – Public Procurement Law (Journal of Laws 2019, item 2019) (PPL) introduces two concepts (or amounts) that are relevant to whether the provisions of the PPL apply. The first amount is the well-known PLN 130,000, because the PPL applies directly only from this amount. The second concept, on the other hand, is the issue of the EU thresholds.

Reaching these thresholds in terms of the estimated contract value imposes additional obligations on the contracting authority, and the entire conduct of the public procurement is subject to additional restrictions. One such obligation is the obligation to send the notice to the Publications Office of the European Union, which publishes it in the Official Journal of the EU (OJEU). 

Currently, the amounts of the EU thresholds are specified in the Notice of the President of the Public Procurement Office (UZP) of 3 December 2023 on the current EU thresholds, their PLN equivalents, the PLN equivalents of amounts expressed in euro and the average exchange rate of the zloty against the euro constituting the basis for converting the value of public contracts or design contests (Monitor Polski of 2023, item 1344). 

The notice cited above also introduces the average exchange rate of the zloty against the euro, which is 4.6371. Accordingly, this rate will be applied when converting between PLN and EUR. Although the notice cited was issued in 2023, it also applies in 2025.
